9: Turn right at a red light
In the US common practice, in Europe not so much. However, there is no reason why something that works on one side of the ocean will not work on the other side.
The greatest benefit obviously being a more fluent traffic flow.
The only disadvantage is that this principle is not always applicable. Especially when cyclists are present, when intersections are unclear and/or in case of a heavy traffic flow it might be a good idea to prohibit turning right at a red light.
But those are exceptions. As a general rule turning right at an intersection should be allowed.
