Problem: seeing pedestrians in the dark is not easy. Especially when people wear darker cloth, a driver sees a pedestrian often way too late to be able to react should that be necessary.
Solution: All trousers (long and short) and coats will have a reflective stripe or other motive sewed onto it. In other words; cloths without any reflective element will not be allowed to be sold anymore.
The extra costs are very low, the clothing itself will only be effected very little and the number of pedestrians saved will be very high. A no brainer it seems.
