Driving in the winter with summer tires is not a good idea...
Problem:
In some countries people can choose to not fit their car with winter tires. However, in snowy and icy conditions their cars become almost undrivable due to lack of traction.
Solution:
People with summer tires will be banned from the roads during days where there is snow and ice.
In practice this means that their insurance will become invalid at those days.
