5: Different groups of drivers need different rules.

Problem: All people are different; yet (traffic) laws should apply for all equally. This contradiction is one of the biggest struggles any lawmaker faces. 

The solution lays in dividing people into groups. Generally speaking there are 4 types of drives on the road today: 

1: The people who are not able to drive well and just don't care. The "can't and won't" group.

(Think of older people who just want to get to the store and to the church on Sunday or overconfident beginner drivers.) 

2: The people who are not able to drive well, but would like to be able to drive well. The "can't but want" group.

(Here we find for instance drivers with limited experience who are however aware of this.)

3: The people who would be able to drive well, but just don't care. The "can but won't" group.

(Here we typically find middle-aged people who just want to get from A to B and that's it. No interest in traffic whatsoever) 

4: The people who are able and want to drive as well as possible. The "can and want" group. 

(Here we find for instance car enthusiasts, motorbike drivers and sometimes professional drivers.)

By gaining points through for instance: 

-amount of accident free years,

-date of issue of the drivers license,

-place of residence, 

-amount of traffic violations in three years,

-amount of kilometers driven in one year,

-participation of driver skill courses,

-ownership of powerful cars (bhp/kilo),

-ownership of motorbikes,

-ownership of racing licenses,

-usage of onboard camera

people can fluctuate between the different groups and thus gain or lose certain advantages such as permission of higher maximum speeds, no overtaking tickets, electronic consultations in case of new traffic laws, tax advantages when buying a car or lower road taxes and so on and so on. 

-The system should be budget neutral for the state. One group pays for the other. 

-The info mentioned above is already known to governmental agencies and insurance companies so privacy concerns should not be an issue.

-This system could initially work on a voluntarily basis. Non-participants will automatically go to the first mentioned group. 

-The "rank" of the driver should always be made clearly visible. This will motivate people the same way medals work in sports and capitalism works in economics. If you are successful, people can and will see it. And the other way around of course. 

-A phone application will automatically connect to the car using Bluetooth. Data is also stored centrally to allow easy supervision (tollgates) and to prevent misuse. 

This system uses human nature instead of trying to go against it as has been happening for many decades. This is the only reason why it will successfully create an essential change in drivers mentality. The holy grail.
