29: A hard shoulder is a lane as well!!

Problem: When 2 roads coincide to continue as one, the continuation should have enough capacity to handle all traffic coming from these roads. It sounds simple, but more often than not this is not the case, causing semi-permanent congestion's and frustrations among the drivers. Usually the reason is technical, political and/or financial.

On the other hand, hard shoulders are rarely taken into account. The space is there, but it is usually absorbed by the hard shoulder.

Solution: Nowadays however it is possibly to actively utilize hard shoulders using modern monitoring technologies. Although costing some money, the investment is incomparable with building a new lane.
